Trump and the Ryan White Program

Enough is enough #45!  There is little decency in this world.  Due to avoidance of facts and promotion of fiction.  This presidency has sparked a match in the hearts of haters.  We are now a country known for: stealing little children from their parents,  the mixing of church and state (with the mythical bible in the lead), womanizing,  misogyny, promotion of white supremacy…the list goes on and on.

A hallmark of the Trump administration is that after manufacturing a self-inflicted crisis, it will do everything in its power to make it worse. Now the administration is stealing money from HIV programs so that it can pay for its loathsome policy of separating immigrants parents from their children.

Slate has obtained documents showing that the Office of Refugee Resettlement (ORR) is already diverting funds from the Ryan White HIV/AIDS Program to cover a budget shortfall caused by the separation policy.

ORR is projecting that it will need as many as 25,400 beds for minor children by the end of the current year. That would result in a $585 million deficit by the end of September, when the government’s fiscal year ends, and a nearly $2 billion shortfall by the end of next year.

The reason why ORR can grab money from the Ryan White Program is that the agency is part of Health and Human Services. ORR is also looking to take money from refugee settlement programs, including medical assistance and help for torture victims. ORR is headed by Scott Lloyd, an anti-abortion activist who also has a track record of homophobia. 

The ORR projections apparently mean one of two things, neither of them good, or a combination of the two. It could signal that the Trump administration is going to rev up its zero tolerance policy and start separating chidren again after a 20-day waiting period has passed.

Trump’s executive order halting the separations is unclear on this point, although the outcry that forced Trump to change course would return with a vengeance if zero tolerance returned.

The other possibility is that ORR is expecting to be holding on to children for a lot longer than people think. Although a judge has ordered the administration to reunite children and parents as quickly as possible, the administration has been pleading for more time. An estimated 1,700 children are currently in government custody after being separated from their families at the border.

ORR’s move is entirely in character with the Trump administration’s disrespect for HIV issues. Last December, the administration fired its entire HIV/AIDS Presidential Council. Trump’s attack on Obamacare have also paved the way for insurers once again to charge more for people with pre-existing conditions, like HIV.

Still, it takes a certain kind of evil genius to combine cuts to HIV programs and tearing children away from their parents. Unfortunately for us, the Trump administration has a special talent for it.

A 2011 study from the University of Salford found that 37 percent of the queer women surveyed were told by their doctors that they didn’t need a cervical screening test. According to researchers Jennifer KatesUsha Ranji, Adara Beamesderfer, Alina Salganicoff, and Lindsey Dawson, queer women’s healthcare is also stigmatized within the medical community. Their 2018 study, “Health and Access to Care and Coverage for Lesbian, Gay, Bisexual, and Transgender (LGBT) Individuals in the U.S.,”published by the Henry J. Kaiser Family Foundation, notes that discrimination, violence, workplace inequality, and family rejection can create barriers to quality healthcare for LGBTQ populations, with some individuals reporting “outright denial of care” because of their sexual orientation or gender identity.

Part of the problem, one study indicated, is that many doctors assume their queer, bi, and lesbian patients are straight, or believe the “urban myth” that lesbian women don’t need to be tested for STIs or reproductive cancers because they don’t have heterosexual sex with cisgender men. These kinds of assumptions reinforce the misguided notion that queer women are militantly monogamous, and therefore don’t need to worry about STDs. The idea that queer sex between women isn’t “real” sex suggests that queer relationships are somehow less valuable or meaningful than heterosexual relationships—a belief that is both alienating and dangerous. Lesbian women are screened for HPV, STIs, and cervical cancer less frequently, and may not be offered the same amount of information about preventative measures like dental dams or the HPV vaccine as heterosexual patients, leading to a greater risk for cervical cancers and other reproductive health issues.

Young queer women are particularly vulnerable to contracting HPV and STIs, and according to one 2015 study, may be more likely to opt out of receiving the HPV vaccine without sufficient information from their healthcare providers. Fish’s research focused primarily on lesbian women, but bisexual women, trans women and men, and gender nonbinary individuals regularly report experiencing anxiety about disclosing their gender identity and sexual orientation. They have good reason to: Trans individuals surveyed in “Transgender Patient Perceptions of Stigma in Health Care Contexts,”  a 2013 study published in the journal Medical Care, reported being denied healthcare, or experiencing “substandard care, forced care, [and] verbal abuse.”

The Trump administration’s plan to reinstate a Reagan-era domestic gag rule would make it illegal for healthcare providers receiving funding from Title X to refer patients to outside clinics or abortion providers. “Planned Parenthood serves 41 percent of the 4 million people who rely on the Title X program. If Planned Parenthood were pushed out of the program, the ability for those people to access free or low-cost birth control, cancer screenings, STD screenings, and other reproductive health care would be at risk,” Dean says. With growing numbers of young people identifying as queer, access to safe spaces and resources for appropriate and accurate sex education is more important than ever. Until the mainstream medical community learns to recognize queer women’s right to affordable, queer-inclusive care, Planned Parenthood will remain an essential, valuable resource.

Much as I hate to be political…Not!

I felt the need to voice my concern about my future…the the future of others!

Mexican-American citizens may worry that their undocumented relatives — even their parents — will be deported. Latinos who were brought to this country as children and to whom Mexico or Guatemala is as foreign as they would be to any of us are worried, as well.

African-Americans, Muslims and other “others” may wonder if they will suffer from the boost that Trump’s victory provides for alt-right and white supremacist groups. It’s worrisome when exclusionary hate groups such as the Ku Klux Klan find something to celebrate in a President Trump.

Who else should worry?

Citizens with pre-existing medical conditions may be concerned about what will happen to them if Obamacare is repealed. And 20 million Americans who have healthcare insurance for the first time may wonder how they will fare under Trumpcare.

LGBT citizens are worried, with good reason, that their recently affirmed right to wed will be reversed by a Trump-appointed Supreme Court. Religious freedom laws are likely to find favor in such a Court, which means that gays, lesbians and transgenders may not be able to participate in our society in the same way as other citizens.

Under a Trump presidency, some women may worry that the government will take over their right to control their own bodies when it comes to pregnancy. Prominent voices on the right call for a ban on all abortions, even in cases of rape and incest.

With Russia right next door, Estonia, Latvia and Lithuania are probably worried, since Trump has suggested diminished support for our NATO allies. Iranian moderates — they are significant in Iranian politics — face a setback with the promised abrogation of the nuclear deal. And Trump’s casual attitude about Saudi Arabia’s acquisition of nuclear weapons is sure to revive the push for such weapons in Iran. That should worry all of us.

I had the good fortune to not go to the Women’s March on Washington…2017.  I had done many Marches, in the past.  This time, I needed to be closer to home!

Though, the ‘Sister March in Concord, New Hampshire’ was a much smaller version of Washington’s; it had been a mere mimicry of the country’s new and improved…bigotry of equality…for all.

The crowd had been well-mannered and very open to good conversation.  

New Hampshire has the ‘whitest’ population in America.  I believe the stat is somewhere around 91%.  Which is what it is!  Slowly New Hampshirites are becoming more vast in the melting pot arena.  However, in my lifetime, we will remain mostly cracker and less, cracker and pepper and variations there of.

What struck me had been the one preacher of African-American decent.  And, the obvious, Muslim woman standing next to him…holding essentially, Trump’s America…signs.

One had been about Pro-Life and what ‘Christ’ would have wanted.  The other about…another minority for ‘Make America Great Again’ antics.

My partner and I are openly gay in New Hampshire.  Therefore, we have an acute understanding of feeling like we need to…go along, in order to…get along, in a crowd.

The minorities, at the state capital, that had felt differently about liberal America…coming to end, were very few.  But they were on the scene.

The American dream wished for by some of these sects, is no longer in option.   As stated in the above mentioned article.

However, I felt it might be necessary to point out other groups that may see the light dimming for their hopes and dreams.

-Persons with above average intelligence

-Groups in promotion of climate control and/or in opposition of Global Warming

-Atheist

-Agnostics

-Small Business Entrepreneurs

-Anyone wanting to use words with more than four letters

Course, the list could go on for quite sometime.

So to break things up I would like to offer one of Trump’s thoughts about ‘Making America Great…Again!’
